Job Description: 

The State Council of Higher Education for Virginia (SCHEV) is the coordinating body for the nation’s preeminent system of postsecondary education. The agency’s mission is to advocate and promote the development and operation of an educationally and economically sound, vigorous, progressive, and coordinated system of higher education in the Commonwealth of Virginia and to lead state-level strategic planning and policy development and implementation based on research and analysis. The Council also seeks to facilitate collaboration among institutions of higher education that will enhance quality and create operational efficiencies and works with institutions of higher education and their boards on board development. SCHEV’s strategic plan, referred to as The Virginia Plan for Higher Education (see is a roadmap for Virginia to become the best educated state by 2030. 

SCHEV is seeking a Communications Associate to lead and implement a strategy for all internal and external communications to articulate consistently the work of the organization and the goals and activities of The Virginia Plan for Higher Education. The Communications Associate will report to the Director of Higher Education Innovation. The position will be an integral member of the organization and will work closely with executive and senior staff at SCHEV, the colleges and universities, the Governor’s office, the General Assembly and other organizations working to support and improve higher education in Virginia. The incumbent will be responsible for developing and implementing a communication plan that supports SCHEV’s mission and work; managing and implementing a coordinated messaging strategy for the agency; working closely with executive and SCHEV staff to assist with communications; writing, reviewing and proofreading a variety of communication materials to ensure accuracy, consistency of message, quality, and appropriate positioning; managing the development, distribution, and maintenance of all print and electronic collateral including, but not limited to: a weekly newsletter, press releases and reports; managing organization of content and/or writing information for SCHEV’s websites; developing and updating visual and written content to be used as talking points, speeches, and presentation materials to support of the agency director, Council members and executive staff; managing all media contacts, responding to media and public inquiries; managing social media content; and assisting in all agency outreach activities, including conferences, special events and other major presentations. The position will be responsible for supervising an information outreach specialist responsible for website development and graphic design. This position is considered an excepted position with a contractual agreement.

Minimum Qualifications: 

Considerable experience developing and managing written and visual content for publication, preferably in the areas of policy development and implementation; considerable experience with public administration at a state level or higher education; proficiency and experience in newsgathering; proficiency in the use of various communication media (print, video, electronic, online, and social); exceptional writing and editing skills with attention to detail and ability to adapt a message for all media and audiences; skilled at planning, project management, time management, decision-making, and organizational relationships; record of success developing and executing communication programs to support organization goals. 

Preferred Qualifications: 
Bachelor’s degree in English, public administration, communications or a related field; Master’s degree in relevant program a plus. Experience working in the field of public administration or higher education.
