The State Council of Higher Education for Virginia (SCHEV) is the coordinating body for the nation’s preeminent system of postsecondary education. The Council fulfills various specific duties, one of which is developing the Commonwealth Research and Technology Strategic Roadmap and assisting the Virginia Research Investment Committee (VRIC). The Roadmap is the Commonwealth’s framework for identifying areas of translational research in which state investment will encourage collaboration between universities, private companies and economic development entities; advance the research and innovation ecosystem; and spur commercialization and job growth. Through 2018, SCHEV staff will be supporting VRIC efforts to implement the recommendations from a recent, statewide research asset-assessment study, which will influence the next Roadmap.
SCHEV is currently seeking a Senior Associate for Research Investment to coordinate the development and updating of the Commonwealth Research and Technology Strategic Roadmap. The incumbent will possess primary responsibility for creating and managing all necessary processes and procedures for ensuring fulfillment of the Council’s statutory duty for the Roadmap, including assembling and directing the work of a panel of independent experts as described in the statute. The incumbent will contribute to the Council’s statutory assistance to the VRIC, including aiding the Committee in and with enactment, implementation and fulfillment of the recommendations of the asset-assessment study.
The Senior Associate will work closely with members of the Council and the Committee, staff of relevant governmental agencies and bodies, and key stakeholders from research universities, economic development organizations and industry. The position will report to the Director of Policy Studies, interacting considerably with the SCHEV Director. Responsibilities include: serve as the lead in coordinating (developing, facilitating and updating) SCHEV’s work on the Commonwealth Research and Technology Strategic Roadmap in accordance with § 23.1-3134. Assemble and manage a panel of independent experts that will consult with and solicit feedback from multiple constituencies and will develop recommendations on matters related to the Roadmap. Engage with and conduct outreach to administrators, researchers and relevant staff across research universities, industry, state government and economic development organizations. Translate quantitative data and qualitative input and feedback into sound conclusions and strategic recommendations regarding the investment of public dollars in translational research and R&D. Provide support to: research-related Council duties and initiatives; the SCHEV Director in his VRIC chairmanship; and the SCHEV Policy Studies Director, including collaborative efforts to implement recommendations from the asset-assessment study. This position is considered an excepted position with a contractual agreement.
• Considerable knowledge and experience in the following areas: program design and management; data analysis; forecasting; research and development based, and technology based economic development; team building; and report preparation.
• Experience establishing and maintaining successful working relationships with officials in universities, industry, government, and economic-development organizations.
• Ability to identify and resolve issues at a strategic and functional level.
• Ability to communicate complex information effectively in written and spoken form.
• Ability to organize and manage multiple complex tasks simultaneously.
• Advanced degree in a field related to public policy and administration, economics, innovation and management.
• Experience in government or academe.
• Experience in university-industry relationships, commercialization and economic development.
