About the Position
SCHEV seeks a candidate to provide leadership, vision and oversight for all financial management and budget functions of the agency. Specifically, the Finance and Budget Director will be responsible for performing functions such as but not limited to providing oversight and management for all financial and budget processes/tasks governed by the Commonwealth’s laws, regulations, policies as well financial operations covered by federal laws and regulations; ensuring sound financial integrity at all levels of agency financial operations; partnering and collaborating with SCHEV staff; other stakeholders to achieve operational solutions and efficiencies; and prioritizing task, providing leadership/guidance, and personnel management for SCHEV’s Finance and Budget team.
Additionally, the incumbent of this position is responsible for leading and managing the agency's procurement, budgeting processes, accounts payable, accounts receivable, payroll processing, financial aid disbursements, Small Purchase Credit Card management, and Agency Risk Management Internal Controls (ARMICS) operations. This position reports to the director of the agency and is part of the agency's senior leadership team. The Director of Finance and Budget will work closely with SCHEV’s HR Liaison and DHRM contract staff in the onboarding of new hires and supporting existing staff to help make SCHEV a great place to work. The incumbent of this position also serves as the agency Fiscal Officer and Security Officer for state systems, such as Cardinal Financials, Cardinal HCM, Performance Budgeting and HETF.
Minimum Qualifications
• Extensive work experience demonstrating the ability to provide oversight, management, and compliance with policy/laws/regulations/procedures related to fiscal and purchasing processes for a business organization.
• Extensive work experience demonstrating knowledge of the application of generally accepted accounting principles (GAAP) and experience demonstrating the ability to manage multi-million-dollar budgets in a government environment.
• Extensive experience demonstrating the ability to analyze, interpret, develop, and coordinate the implementation of fiscal and purchasing policies and standards.
• A work history demonstrating extensive fiscal management experience to include revenue collection, performing financial audits, and experience demonstrating knowledge of budget management principles and budget forecasting practices.
• Experience demonstrating the ability to act as a senior level manager to provide project management, personnel management, leadership, and coaching to subordinate staff.
• Considerable experience demonstrating the ability to effectively communicate verbally to provide customer service/technical assistance and conduct training as needed.
• Considerable experience demonstrating the ability to effectively communicate in writing to formulate policies, create technical assistance documents/internal controls, and reports as needed.
• Experience demonstrating the ability to collaborate, partner, and build rapport with diverse internal and external stakeholders.
• Experience demonstrating the ability to prioritize/manage/organize multiple tasks simultaneously in a deadline driven environment.
• Experience demonstrating the ability to integrate the use of technology in standard operations.
Additional Considerations
• Extensive experience managing multi-million dollar general and non-general funds required.
• Extensive work experience demonstrating the ability to provide oversight, management, and compliance with policy/laws/regulations/procedures related to fiscal and purchasing processes for an agency of the Commonwealth of Virginia.
• Considerable knowledge of CAAP Manual Topics, eVA, SPCC, SWAM, and procurement procedures and processes of the Commonwealth of Virginia.
• Considerable knowledge of principles of public administration, state government operations and the legislative processes.
• Considerable experience as a senior level manager in a financial environment providing project management, leadership, guidance, and personnel management for at least 6-8 full-time subordinate staff.
